Communication, knowledge Management & learning expert Landell-Mills/DFiD, UK
Jobs Measurement and Implementation Support (JMIS) program: DFID needs to improve how it measures its support to more and better jobs in developing nations to strengthen justification for its economic development spending. To deliver effectively on this strategic challenge, DFID contracted JMIS (Landell-Mills) to improve how it measures and communicates its support to the generation of jobs. Within DfID itself, the UK Government, the international development community and to the general public. JMIS was managed by a Project Coordination Unit (PCU) leading four distinct work streams and I led the 4th, cross-cutting work stream 'Global coordination, knowledge management and learning', planning all communications on the program.

International Consultant DRR Awareness, UNDP Myanmar
Conducted a situational analysis on Disaster Risk Reduction (DRR) Public Awareness in Myanmar identifying gaps and needs to draft a comprehensive National Public Awareness Strategy inclusive of a 5-year Action Plan to support the Myanmar Government and its development partners in promoting DRR advocacy and public awareness programmes nationwide for all stakeholders, from vulnerable communities and the public at large, to relevant authorities, development partners, CSOs, media, politicians and the private sector. The strategy furthermore mainstreams DRR with Climate Change, Agriculture, Education and Health awareness programs; Wrote also the Communication Plan for visibility of the DRR/CCA program of UNDP Myanmar.

Led a project to increase the visibility of all EU cooperation programs in the education sector in Cambodia, providing technical support to the EU Delegation in organization of media events, production and publication/broadcasting of success stories and other promotional materials.

Social Development & Communication Specialist, Asian Development Bank (ADB) Cambodia
Conducted an Impact Study on the handling by ADB’s Office of the Special Project Facilitator OSPF of the complaint on the Rehabilitation of the Railway in Cambodia Project: assessed the impact of the complaint on the different stakeholders involved in the project within the framework of accountability; provided recommendations for projects in complaint handling and for use of lessons learned to further develop training for ADB staff in handling complaints. Drafted a communication strategy and materials in support of implementation of the recommendations of the Compliance Review Panel (CRP) with regards to ADB’s resettlement safeguard policies in Cambodia.

Prepared the dissemination and knowledge management strategy component of a PLAN consortium proposal for DFID's Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) programme in Myanmar.

Provided overall strategic communication guidance to the Vientiane Sustainable Urban Transport Project (VSUTP) as prepared for the Ministry of Public Works and Transport of Lao PDR, inclusive of a social impact assessment, stakeholder analysis and consultations, focus group interviews, communication needs assessments and strategy.

Developed a communications strategy to support the Asia Pacific Leadership Malaria Alliance (APLMA) marketing, communications, branding and outreach activities and to sustaining engagement of stakeholders including governments, donors, academia and private sector; Developed key messages and scripts for Regional TV spots.

Key Expert Communication & Information, EU Delegation Nepal / GFA
Provided technical assistance for an information & knowledge management strategy for the Nepal Peace Trust Fund (NPTF) to lead communications between all NPTF stakeholders; and for national public outreach on the peace process through the Ministry of Peace & Reconstruction (MoPR).

Assessed communications on the Cambodia Railway Rehabilitation Project; Developed core communication materials (talking points, fast facts, etc.); Redesigned and updated the project website; Formulated a communication Program for the Inter-ministerial Resettlement Committee (IRC) of the Cambodian government inclusive of  action, monitoring & evaluation,  and Capacity-Building Plans; Designed IEC materials for resettlement consultations, income restoration programs and training of trainers.

Communication & Knowledge Management Specialist, UNICEF Cambodia
Developed a comprehensive Communication and Knowledge Management strategy on social protection (SP) within the framework of the National Social Protection Strategy for the Poor and Vulnerable (NSPS) implementation. The strategy provides the key functionality for effective coordination between all relevant stakeholders on social protection in Cambodia (12 ministries, multiple UN agencies, and over 100 I-NGO/CSOs) in order to accelerate progress towards the National Strategic Development Plan and to the Cambodian MDG targets to which I linked SP key messages and IEC concepts.

Communication Specialist, CARE International in Lao PDR
Within the framework of a Dipecho funded Disaster Risk Reduction (DRR) project in Lao PDR prepared an IEC strategy and logical framework to support and encourage the National Disaster Management Organization (NDMO) of Laos in DRR policy change and behavior change of stakeholders at all levels; Introduced a new concept (DRR Colour Code) and developed all key messages and IEC materials within this concept. The final project evaluation concluded: “Evidence gathered throughout the evaluation indicates a strong ownership of the DRR concept and the IEC Booklet and Strategy. All [stakeholders] spoke highly of the quality of the IEC Strategy and materials. (-) The highly practical and bottom up designed strategy has afforded NDMO an opportunity to realign its National DRR Plan in the context of sub-national needs and realities.”

Reporting, Communication & Civic Education Officer, UNDP Somalia
Developed and managed the largest media & civic education campaign in Somali history for the Somalia Constitution-Making Support Project (SCMSP) handling a multi-million dollar budget; Supervised national media and web officers, and all external media and civil society partners executing the strategy; Conducted media and public consultation training of the Independent Federal Constitution Commission (IFCC); Coordinated work plans/matrixes and led reporting to Somali stakeholders, donors (a.o. EC/USAID/DFID), consortium members and UN agencies; Supervised production and dissemination of all information on the constitution process; Documented lessons learned and best practices in project implementation as M&E focal point for the project.

Intermittent in combination with independent consultancies listed further below: Managed monitoring, translation and database processing teams of 6-12 staff; Analysed quantitative and qualitative findings of corruption-related stories in Cambodian media and was chief-editor of the accompanying Corruption Monitor commissioned by PACT’s “Clean Hand & Clean Business” Campaigns; Quantitative and qualitative monitoring of Cambodian media on HIV/AIDS-related stories for Internews; Co-developed and implemented a long-term awareness campaign on Avian Influenza for AED Cambodia; Wrote curriculum and supervised journalism training for the Street to School project of CIAI; Guided MC&D TV-team in production of field reports and political round table debates with high profile Cambodian politicians & social society experts; Conducted eight month-long training on the job to local journalists on In-depth covering of Cambodian current affairs for NDI/USAID; Advised on and assisted in MC&D press publications, audiovisual productions, proposals and organizational matters.

Led this new consortium of local NGOs joining to advocating resource revenue transparency in regard to all communications and media relations activities towards the public launch in January 2009; Identified and trained key spokespeople and national communications officer; Developed a media and communication handbook, inclusive of objectives and messages for a 2-year strategic communications plan for CRRT.

Led and conducted three 2-week long trainings of 100 public information officers, RTV staff and private media journalists on media ethics, child Reporting and covering of avian influenza. It was the first advanced journalism training allowed inside Myanmar.
